The papers contain materials that largely relate to the subject of international education, with a special emphasis on the role played in this field by American institutions in the period after World War II. As the long-time head of the Institute of International Education (IIE), a private non-profit organization based in New York City, Holland was involved in the administration of student exchange programs on behalf of the United States government, including the important Fulbright Program. He also supervised a large number of research projects that evaluated education systems in different countries.
